I live in a basement apartment in a 100+ year old building in New York City. Recently my wood floors started sagging and I had them ripped up. What I found was rotted 3"+/- X 12" sleepers sitting on edge on a dirt floor. An architect/engineer drew up plans for repairs but before the repairs were made the floor filled up with almost 6 inches of water during a not so severe rainstorm. Three days later the most of the water is still there. Obviously this water was the cause of the rotting sleepers. The building is a condo and the other owners are looking for as cheap a repair as possible so an exterior solution is unlikely. Would a interior perimeter french drain piped to a sump pit alleviate the problem or is there another solution? Thanks in advance for any advice.
