A recent Engineer's report says my basement/foundation walls are buckling as the 8ft masonry block wall with > 6ft backfill was capped and not filled when built in 1978. He says this was ok by 1978 code, but definitely not okay by engineering standards. Remediation estimated 12-15k. I purchased this home 4 years ago, no disclosure. Home insurance won't cover, is recovery of any part of this expense possible? From whom? Might it at least be deductible on my taxes? Your advice appreciated. Bev
