We've battled water in our basement for years. Recently we thought it resolved both from the exterior of the house and the interior. We then re-cemented, waterproofed and painted our basement walls. Within a week, as in the past, tiny holes appeared in one wall leaking a rusty-colored substance. What could be causing this?

Is this foundation block or poured?

Rust color could be as simple as rod holes in a poured foundation caused by the oxidation of steel withing the walls. Many block foundations also have reinforcing steel.

This can occur with just moisture conditions in basement as opposed to water leakage.

This could also be caused by iron algea in the soil. This is not so easy to eliminate. See article posted on http://www.basementdepot.com/
