I seems that 29 years ago when two truckloads of cement were brought for my foundation that the second load had the wrong mixture of sand, stone and cement. Two sides of my house are slowly loosing the flat surface revealing small stones. I have put on a surface cement which seems to hold for now. What is the best material that I should use to hold up the longest?

This can occur for a few reasons.

If the steel is corroding it will oxidize and blow of the laitance, which is the smooth layer of water and cement. In residential construction steel is rarely used.

Most likely the pour was honeycombed, which can occur in your cituation when two truckloads may not arrive at the same time, or when more stones have settled in one area.

This honeycomb effect allows water to penetrate and the alkali attacks the silica. A product call Xypex is a crystalization cementious material that will over time crystalize to stop water. However if alot of moisture is still entering from the exterior, the length of repair is unknown.
